William E. Kiernan, Ph.D, ICI Director, Project Investigator
William E. Kiernan is the director of the ICI. He is also a research professor in the University of Massachusetts Boston Graduate College of Education and McCormack School of Policy Studies. For more than thirty years, Bill has served in a variety of capacities at the ICI and has been a senior staff member at Children's Hospital Boston. He has been a member of the faculty of the University of Massachusetts Boston for more than 18 years.
Bill has served as an international consultant in seven countries in the development of adult service systems for people with disabilities. He has provided training and technical assistance in nearly every state. He is the author of more than 125 articles and reports in the field of disabilities, with an emphasis on transition, employment, public policy development, workforce development, and systemic change.
Bill has been a member of several national boards. He has served as the president of the American Association on Intellectual and Developmental Disabilities (formerly the American Association on Mental Retardation), as well as the president of the Association of University Centers on Disabilities.
